RECOMMENDATIONS ON THE EARLY DEVELOPMENT AND INTRODUCTION OF THE INMARSAT ENHANCED GROUP CALL SAFETYNET BROADCAST SERVICE

1. The Maritime Safety Committee, at its fifty-seventh session (MSC 57/27, paragraphs 12.10 -12.13) discussing the proposal of the United States (MSC 57/12/1, section 6) on early development and introduction of the INMARSAT enhanced group call (EGC) safetyNET broadcast service required by the 1988 SOLAS Amendments, concurred in this proposal and:
1. recommended that Administrations should provide safetyNET broadcast notices commencing about 1 April 1990 and encourage the early fitting of safetyNET reception facilities on both Convention and Non-Convention ships so that they may take part in pre-operational trials;
2. invited INMARSAT to waive space segment utilization charges and request coast earth station (CES) operators to waive their charges for an extended pre-operational safetyNET service of up to two years; and
3. requested Administrations, WMO, IHO, INMARSAT and SAR authorities to co-operatively develop and co-ordinate the formats and procedures necessary to commence a pre-operational safetyNET service by 1 April 1990 and to advise the Organization of the progress made.

2. At the request of the Committee (MSC 57/27, paragraph 12.14), the above recommendations are brought to the attention of Member Governments.
